President & Chief Executive Officer (CEO)
The Office of Public Guardian (OPG) Board of Directors is seeking its next President & Chief Executive Officer (CEO) to serve as the organization’s strategic and operational leader. Reporting directly to the Board, the CEO will advance OPG’s mission by leading a talented team, championing a person-centered and least-restrictive approach to client support, and elevating the organization’s voice in guardianship practice and policy.
The CEO will work collaboratively with the Board of Directors, executive leadership team, community partners, and government agencies to guide the development and execution of strategic priorities. This includes ensuring compliance and excellence in high-impact service delivery, maintaining strong financial stewardship, and positioning the organization for long-term sustainability and growth.
As the public face of a statewide organization, the CEO will serve in a highly visible, mission-critical role. The ideal candidate will be a seasoned leader who brings vision, strategic insight, humility, operational rigor, and a deep commitment to equity and service.

Key Responsibilities:
Strategic Leadership & Vision
- Provide visionary, mission-driven, and results-oriented leadership for the organization
- Partner with the Board of Directors and executive leadership to develop, refine, and execute OPG’s strategic plan
- Assess existing programs, gather stakeholder and client feedback, and identify opportunities for innovation and improvement
- Anticipate and respond to evolving community needs, legislative changes, and external conditions
- Develop, implement, and regularly review organizational policies and practices to ensure alignment with best practices in guardianship, conservatorship, and trustee services
Organizational Leadership & Management
- Hire, supervise, and lead executive-level staff, promoting open communication and cross-department collaboration
- Facilitate leadership team meetings, staff meetings, organizational trainings, fostering a collaborative, inclusive, and high-performance culture
- Collaborate with VP of People to ensure professional development and staff empowerment to build a strong, mission-aligned workforce
- Ensure a culture of trust, empathy, accountability, and inclusion across the organization
Program Oversight, Quality & Compliance
- Oversee the delivery of high-quality, person-centered guardianship, conservatorship and trustee services
- Ensure compliance with all applicable federal and state laws, court requirements, and ethical standards
- Adhere to and implement the National Guardianship Association’s Standards of Practice and Ethical Principles
- Monitor and evaluate organizational performance against established goals and objectives
- Investigate and address complaints or concerns regarding OPG’s services, policies, or practices
- Direct appropriate actions to protect the rights, safety, and well-being of individuals served
Financial Management & Resource Development
- Oversee development and management of the annual operating budget and long-term financial plan in collaboration with Chief Operating Officer and the Board of Directors
- Ensure strong fiscal management, forecasting, reporting, and financial accountability
- Identify, pursue, and secure funding through public contracts, partnerships, and other revenue sources
- Research and apply for grant opportunities and funding initiatives
- Negotiate and manage contracts with vendors, service providers, and partner organizations
- Ensure effective allocation of financial and organizational resources
Service Delivery & Partnerships
- Ensure services are effective, efficient, and responsive to the needs of all OPG clients
- Collaborate with community partners, healthcare providers, and service organizations to enhance service delivery
- Develop and implement service models aligned with OPG’s mission and best practices
- Participate in professional organizations and conferences to remain current on trends and innovations in guardianship and human services
Public Leadership, Advocacy & Government Relations
- Serve as the primary spokesperson and public face of OPG
- Represent the organization in public forums, media, and professional settings
- Develop and maintain strong working relationships with the New Hampshire Department of Health and Human Services, the Judicial Branch, Department of Corrections, hospitals, community agencies, advocacy groups and service providers
- Lead public education efforts to increase awareness and understanding of guardianship services and responsibilities
- Advocate for policies, legislation, and funding that support OPG clients when necessary
- Attend public hearings and provide testimony on behalf of the organization
Board Relations & Governance
- Partner closely with the Board of Directors to support governance, strategic planning, and organizational oversight
- Provide regular updates on organizational performance, financial health, and key initiatives
- Support Board recruitment, engagement, and development
- Encourage active Board involvement in advocacy, strategy, and mission advancement
Qualifications:
Education & Experience:
- Master’s degree in business administration, public administration, social work, human services, or a related field (or equivalent experience)
- Minimum of 7-10 years of progressive executive leadership experience in nonprofit, public-sector, human services, or related environments
- Successful track record in organizational management, including the supervision of executive staff, development of organizational policy, and performance management
- Experience working with or reporting to a Board of Directors is preferred
- Working knowledge of the principles and practice of guardianship a plus. OPG is willing to support the CEO with a National Certified Guardian (NCG) professional designation from the Center for Guardianship Certification (CGC)

- Strategic & Financial Acumen:Strong financial management capabilities, including interpreting financial data and guiding budget development; ability to think strategically and execute long term plans in partnership with the Board and executive team.
- Adaptability & Problem Solving:Resourceful and flexible leader who thrives in a dynamic, mid-sized nonprofit with limited resources in a mission-driven environment; Practical, solutions-oriented approach to operational and programmatic challenges.
- Ethics & Integrity:Deep commitment to ethical leadership and adherence to the National Guardianship Association's Standards of Practice and Ethical Principles in all organizational functions.
Working Conditions:
- The CEO will work in a dynamic, fast-paced environment, frequently engaging with stakeholders, government entities, and the broader community.
- The role may require occasional evening and weekend work, as well as travel both within New Hampshire and nationwide for meetings and events.
- As a high-impact organization, the CEO will need to be hands-on and actively engaged with staff, clients, and partners.
- The CEO may work hybrid schedule after being fully onboarded
